Vattenfall entered 2020 as one of Europe's most ambitious offshore wind developers, taking FID on the world's largest subsidy-free project (Hollandse Kust Zuid, 1.5 GW). The tide turned in July 2023 when Vattenfall cancelled Norfolk Boreas (1.4 GW) citing 40% cost inflation — the canary in the coal mine for the industry-wide crisis. The entire 4.2 GW Norfolk Zone was sold to RWE for GBP 963m by December 2023, completing a full UK exit. Wind investments halved for 2024-2025.
