Poland's state-controlled power group, historically built on lignite and hard coal, whose fleet still supplies a large share of national demand and is under pressure to decarbonise. Offshore wind in the Polish Baltic is central to that transition and is being developed in partnership with an experienced international operator rather than alone. State control means its offshore programme moves with Polish energy policy as much as with project economics.
