About
A dedicated offshore wind joint venture owned equally by EDP Renováveis and ENGIE, created so that both parents could pursue offshore at scale through a single vehicle rather than competing for the same seabed. Being offshore-only gives it unusual focus, and it develops across Europe, the US and Asia including floating projects, but it depends on two parent balance sheets whose own priorities can diverge.
On-time delivery compares each project’s first announced completion date with its latest. Directional — a developer’s share of a project is traced through joint ventures, and the sample is small.
Outlook
as of 2026-02Ocean Winds launched in July 2020 as a pure-play offshore wind JV between EDPR and Engie, targeting 5-7 GW in operation/construction by 2025. The early years delivered: Moray East (950 MW) and Moray West (882 MW) in Scotland, EUR 7.4bn project financing for 2 GW (April 2023), ScotWind Caledonia (2 GW floating), New York Bight lease, and Australia's first offshore wind license (1.3 GW). But the arc turned in 2025: Trump's Executive Order froze SouthCoast Wind (2.4 GW), triggering EUR 133m in impairments. EDPR posted a EUR 556m net loss, and Bloomberg reported EDPR exploring sale of its 50% Ocean Winds stake. The November 2025 EDPR CMD shifted emphasis to US onshore/solar/BESS with offshore wind conspicuously de-emphasised. European execution continues (Moray West operational, Noirmoutier under construction, Caledonia progressing), but the parent company narrative has materially shifted from offshore wind as "growth engine" to capital recycling and debt reduction.

EDPR will invest approximately EUR 7.5 billion in 2026-2028, with US renewables at the core and approximately 5 GW of new clean energy in solar and wind coupled with BESS. Ocean Winds' gross capacity in operation will reach approximately 3 GW by 2026. The company targets EUR 4.5 billion in asset rotation proceeds and EUR 1 billion in disposals to focus on core markets.

EDPR is in the early stages of reviewing its 50% holding in the Ocean Winds venture and may seek to sell at least a portion of its stake to other investors to alleviate future spending commitments and reduce its debt load. No final decisions have been made.
