Brazil's state-controlled oil major made a dramatic entry into offshore wind under CEO Jean Paul Prates (2023): expanding the Equinor JV to 14.5 GW and independently filing 23 GW with IBAMA, declaring ambition to "reign alone" in Brazil's market. Under successor CEO Magda Chambriard (Jun 2024-present), the strategy has reversed decisively: the 2026-2030 business plan removed all commercial offshore wind projects, redirected budget to biofuels, and pushed renewables to "from 2035 onwards." Key internal champion Mauricio Tolmasquim departed May 2025. Only a small floating pilot (RJ, to power pre-salt platforms) and R&D (BRAVO LiDAR buoys) survive. The ~37 GW paper pipeline exists as IBAMA applications with zero capital committed. Say-do gap: extreme — rhetoric went from "largest developer" to "after 2031" in under two years.
