21 A category of its own — China's domestic, state-led market

How the ranking works. Developers are ordered by net GW of operational + under-construction + advanced-development capacity — what's generating or on a credible path to it (advanced development = consent granted, offtake secured or FID taken). The speculative Early Development stage is excluded from the rank (shown separately as "pipeline"), so a wall of early-stage claims can't lift a developer above one that's actually building. Every project's owners are expanded by ownership look-through — a stake held through a JV or SPV is traced to the parent and multiplied down the chain — and net capacity is that stake-weighted sum. China is a separate category (a developer whose net capacity is mostly in Chinese waters — a domestic state-led market not comparable to the global field), as are co-investors — financial funds (pension, yieldco, sovereign & infra capital) plus strategic stake-holders (trading houses, municipal utilities buying minority JV stakes) that back projects but don't originate or build. Active fund-backed platforms that lead delivery, like CIP, Masdar and Macquarie/Corio, stay among the developers. A profiled chip marks developers carrying an authored strategic profile; coverage is partial and does not affect placement. Figures are derived live from projects.yaml.

Gross and net. Every row on a card carries both. Gross is the full nameplate of each project the developer holds a stake in — the capacity it has a hand in, whatever the size of that hand. Net is its own share, after ownership look-through. The spread between the two is stake density, not an error: a firm with 3 GW gross and 0.4 GW net is a minority partner across large projects, and one whose columns nearly meet owns what it develops outright. The bar is net, coloured by lifecycle stage.

Every row here is a current holding, at one of the four lifecycle stages. Capacity a developer has sold — divested or farmed down — is not shown on these cards: it is measured differently from the rows above it, stake-weighted only and from an ownership ledger covering roughly a quarter of records, so it neither adds to nor reconciles with them. It belongs on each developer's own page, where a per-deal table can carry those limits, and it is there under Divested & farmed down.
