About
The renewables arm of EDF, the French state-owned utility whose business is dominated by a large nuclear fleet and regulated supply. Offshore wind is a small part of that group by capital, and the French projects it leads were awarded early and took many years to reach construction through a slow permitting and litigation process. It develops internationally as well, typically through joint ventures, including in the US where it has partnered with an oil major.
On-time delivery compares each project’s first announced completion date with its latest. Directional — a developer’s share of a project is traced through joint ventures, and the sample is small.
Outlook
as of 2026-02EDF Renewables rode the French domestic offshore wind programme (Saint- Nazaire 480 MW operational 2022, Fécamp 500 MW operational 2024, Calvados/Courseulles 448 MW under construction) and entered the US via the Atlantic Shores JV with Shell. Peak ambition under CEO Lévy: CAP 2030 targeted 60 GW net renewables by 2030. But EDF's financial distress (EUR 17.9bn loss in 2022, nationalisation June 2023, EUR 50bn net debt) constrained offshore wind capital. The US unravelled in 2025: Shell exited Atlantic Shores (January), EDF booked EUR 934m impairment (February), OREC terminated (June/August). New CEO Fontana (April 2025) launched a "broad review" of renewables, pivoted to nuclear (six new EPR2 reactors), and considered selling 50-100% of US renewables. Calvados delayed 2+ years with cost overruns. By 2026, Fontana's language omits renewables entirely — "competitive, sovereign, low-carbon electricity" is nuclear-coded. Pipeline fell from 114 GW to 95.5 GW gross. Current posture: nuclear-first French state utility with offshore wind as a declining French domestic programme.
