SeaMade NV formed July 2018 following EC approval, merging the Seastar (246 MW) and Mermaid (241 MW) concessions into a single 487 MW project. The merger was prompted by Eneco joining Otary and Electrabel in both consortia. Final ownership: Otary RS (70%), Ocean Winds (17.5%), Eneco Wind Belgium (12.5%). Ocean Winds is a 50/50 JV between EDP Renewables and ENGIE (formerly ENGIE Electrabel held the 17.5% through its Belgian subsidiary). Otary is itself a consortium of eight Belgian companies each at 12.5%: Aspiravi Offshore, DEME Concessions, Elicio, Green Offshore/Rent-A-Port, Power@Sea, Socofe, SRIW, and Z-Kracht. Financial close December 2018 for EUR 1.3bn total project. No external stake sale; records JV/project formation.
