On 11 July 2019, Equinor, Korea National Oil Corporation (KNOC), and Korea East-West Power Co. (EWP, a subsidiary of Korea Midland Power, part of KEPCO group) announced the formation of a consortium to jointly develop a 200 MW floating offshore wind farm off the coast of Ulsan, South Korea, located close to the KNOC-operated Donghae natural gas field. Each of the three partners holds approximately one-third equity (Equinor ~33.34%, KNOC ~33.33%, EWP ~33.33%). The consortium was formed based on an earlier MoU between Equinor and KNOC signed in February 2019 to jointly explore commercial floating offshore wind opportunities in Korea. The project obtained its Electric Business Licence (EBL) in December 2021. The project is currently at early-stage EIA preparation as of early 2026. Note: the 200 MW capacity is relatively small and falls near the 200 MW soft cutoff; included because it is a meaningful JV formation between Equinor (IOC) and two Korean state energy entities.
