Zhong Neng (also referred to as the 298-300 MW Zhong Neng Offshore Wind Farm, located 10-17 km off Changhua County) is a joint venture between Copenhagen Infrastructure Partners (through its fund Copenhagen Infrastructure IV / CI-IV, 49% stake) and China Steel Corporation (CSC, 51% majority owner). CSC is Taiwan's largest steelmaker and a state-linked enterprise. The JV was formed through discussions initiated in 2017, with the project receiving local content plan approval in November 2019. Financial close was achieved in December 2021, with a TWD 45.2 billion green loan (approximately EUR 1.27 billion at 0.028) from a consortium of 20 banks. The 49/51 ownership structure represents a unique model in Taiwan offshore wind — CIP developed the project (as lead developer via Copenhagen Offshore Partners) but CSC holds majority control, reflecting Taiwan's localisation strategy.
