Deep Wind Offshore and EDF Renewables formed the Harald Harfagre consortium to develop floating offshore wind at Utsira Nord, with collaboration beginning in 2021. EDF Renewables formally extended and deepened the collaboration in January 2024 ahead of the tender submission. The consortium (Harald Harfagre AS) submitted its application to the Norwegian Ministry of Energy in September 2025. The Norwegian Ministry of Energy announced on 11 December 2025 that Harald Harfagre would be awarded project area 3 of Utsira Nord (500 MW). The consortium was one of only two applicants in Norway's first floating wind tender. No financial consideration for collaboration agreement or area award. Project now enters EIA phase; licence application required within 2 years of EIA programme approval. State aid auction planned 2028-2029 (NOK 35bn max for one project across both Utsira Nord areas; only one winner).
