Ltd. · Kyudenko Corporation — In April 2017, Hibiki Wind Energy Co., Ltd. was established as a special purpose company to develop the Kitakyushu Hibikinada offshore wind farm, following the City of Kitakyushu's competitive selection process. The consortium was selected by Kitakyushu City in February 2017. Consortium members and approximate equity stakes: J-Power / Electric Power Development Co. (40%), Kyuden Mirai Energy Co. Inc. (30%), Hokutaku Co. Ltd. (10%), Saibu Gas Co. Ltd. (10%), Kyudenko Corporation (10%). These are wholly Japanese domestic entities — no international developer involvement. The 220 MW project (25 × 9.6 MW Vestas turbines) is located at the Port of Kitakyushu's Hibikinada district in Fukuoka Prefecture. Project financing and construction began in 2022; commercial operations are scheduled to complete in 2025. This is a domestic Japanese consortium JV with no international M&A dimension; included as it is the only non-trivial Japanese offshore wind project with disclosed equity stakes outside the Round 1-3 framework.
