Founding JV · 2021-10
TODA Corporation · ENEOS Renewable Energy Corporation · Osaka Gas · INPEX Corporation · Kansai Electric Power · Chubu Electric Power — A consortium of six Japanese companies established the Goto Floating Wind Farm LLC special purpose company in October 2021 after winning the government pilot tender for a floating offshore wind site in the waters off Goto City, Nagasaki Prefecture. Consortium members: TODA Corporation (lead), ENEOS Renewable Energy Corporation, Osaka Gas Co., INPEX Corporation, Kansai Electric Power Co. (KEPCO), and Chubu Electric Power Co. Specific equity stakes were not publicly disclosed, though TODA is confirmed as the lead and main technology developer (it developed the hybrid SPAR-type floating foundation). Note: this project falls well below the 200 MW soft cutoff but is included as it is Japan's first commercial floating offshore wind farm and represents a significant M&A-type consortium formation milestone. Commercial operations commenced 5 January 2026, making it Asia's first commercial floating offshore wind farm.

From the auction results — the round that created the project; founding JV from Hafrok’s transactions record.
Dashed tick marks today (9 Sep 2026). The teal diamond on the spine is origination — the seabed award or round that created the project. Every other ownership event lives in the band below: one station per recorded deal, dated at its label, in deal order rather than to calendar scale. Secondary trades appear only at the interchanges; grey lines are parties whose entry or exit Hafrok’s record does not hold.
