Elicio · BayWa r.e. — The French government awarded the AO5 tender for a 250 MW commercial floating offshore wind farm off the south coast of Brittany to the Elicio and BayWa r.e. consortium in May 2024. The winning price was EUR 86.45/MWh for a 20-year CfD, making this the first commercial floating offshore wind farm in the world to receive a long-term Contract for Difference. The project is named Pennavel and is located at least 19 km from the coastline near Lorient, Belle-Île-en-Mer and Groix. No M&A transactions beyond the consortium formation have been publicly reported. Exact ownership stakes between Elicio and BayWa r.e. are not publicly disclosed. The project is in the development phase; COD expected 2031. WindEurope noted the tariff is not a global floating wind benchmark due to French-specific conditions.
