ENGIE and EDPR signed an alliance with Sumitomo Corporation for the development of two French offshore wind projects: Dieppe-Le Tréport and Îles d'Yeu et de Noirmoutier. As part of this alliance, EDPR sold 13.5% stakes in each of the two projects to Sumitomo. The combined reported consideration was approximately EUR 42.8 million across both projects (EUR ~21.4m per project, pro-rata by capacity). Post-transaction ownership of Dieppe-Le Tréport: ENGIE 31%, EDPR 29.5%, Sumitomo 29.5%, Banque des Territoires 10%. The project structure was held via Eoliennes en Mer Dieppe-Le Tréport (EMDT). The EUR 42.8m figure was reported by Renewables Now and covers both projects combined; per-project split is estimated pro-rata and is approximate. The project held its environmental authorisation (Autorisation environnementale) from February 2019.

Ocean Winds was formed in July 2020 as a 50-50 joint venture between ENGIE and EDP Renewables, created as the exclusive vehicle for both companies' offshore wind assets and pipeline. Upon formation, Ocean Winds absorbed ENGIE's 31% and EDPR's 29.5% stakes in Dieppe-Le Tréport (60.5% combined), becoming the majority shareholder via EMDT. No external consideration was paid; this was an internal corporate restructuring of existing ENGIE and EDPR offshore wind assets. The Ocean Winds formation announcement described a total portfolio at inception of 1.5 GW under construction and 3.7 GW under development. Sumitomo (29.5%) and Banque des Territoires (10%) retained their direct stakes in EMDT. Final Investment Decision was taken April 27, 2023, with financing signed April 26, 2023. The project reached construction and is expected COD H2 2026.
